Graham Andrews Joins KatloTech Communications Ltd. as Chief Infrastructure Officer

Yellowknife, Northwest Territories — KatloTech Communications Ltd. is pleased to welcome Graham Andrews as the company’s Chief Infrastructure Officer.
A member of the Buffalo Lake Métis Settlement, Graham Andrews is a technology entrepreneur whose work bridges Indigenous tradition with modern innovation. As KatloTech’s newest team member, he brings a distinctive combination of Indigenous knowledge, technology leadership, and strategic perspective as the company advances Indigenous-owned digital infrastructure in the North.
Andrews holds a Bachelor’s degree in Native Literature and Native Studies from the University of Saskatchewan and has maintained a long-standing membership in the IEEE. Since retiring from the federal public service in 2014, he has focused on stewarding Aboriginal traditional knowledge while leading Applecross Innovations Inc., A.I. Group Ltd., and The A.I. Partnership with KatloTech.
His experience spans public policy, technology, Indigenous rights, and socially appropriate economic and technological development. He has served as a witness before a Parliamentary Standing Committee on matters related to Indigenous Languages and is widely recognized for his principled advocacy in support of Aboriginal rights and Indigenous sovereignty.

Moffat, founder of Moffat Communications Ltd., a precursor to CTV. That history, alongside his critical awareness of the ongoing struggle for the constitutional rights of Indigenous peoples, brings important perspective to KatloTech’s mission and long-term vision.

Sherry McCuller Joins KatloTech Communications Ltd. Board of Directors

Sherry McCuller is the Founder and Managing Director of Peregrine Management Partners, specializing in financing and deploying advanced fiber-optic networks in rural and remote regions across North America. She brings deep experience in broadband finance, infrastructure strategy, and ownership models that support long-term local benefit.
A former Analyst, Vice President, and Chief Information Officer at Bowles, Hollowell, Conner & Co., McCuller has raised more than half a billion dollars for long-haul, middle-mile, and last-mile broadband projects in communities that major carriers considered too difficult or unprofitable to serve.
Her work aligns strongly with KatloTech’s mission to build Indigenous-owned, open-access digital infrastructure that strengthens connectivity, data sovereignty, resilience, and long-term community benefit across the North.

KatloTech Communications' Fiber Optic Network Project receives investment from Noramco.

Yellowknife, NT – August 6, 2024 – Noramco, a leading provider of telecommunications infrastructure solutions, is pleased to announce a significant investment in KatloTech Communications Ltd.’s Phase 1 of their ambitious 315 km fiber optic network project in the Northwest Territories. This strategic investment will provide essential fiber optic cable and materials required for developing and deploying the high-capacity network, which aims to enhance connectivity, support economic growth, and introduce redundancy and competition in the region.
Currently, the only fiber optic line for the NWT and Yukon runs along an area of the NWT where forest fires have been prominent leaving the NWT with significant network outages on its fiber optic for the territory.
Lyle Fabian, CEO of KatloTech Communications Ltd., expressed his enthusiasm for the partnership, stating,

This investment marks the commencement of Phase 1 of a six-phase project aimed at bringing competition and redundancy to the telecommunications infrastructure in the Northwest Territories. Notably, this project represents the first Dene Indigenous privately-owned fiber optic network in the NWT, highlighting a significant achievement for KatloTech and the region.
KatloTech has approached the Federal government seeking support and additional investment for the fiber optic project. Fabian is confident that his company will receive the support it needs from the government,
